HomeMy WebLinkAbout2013-07-17 Historical Preservation Commission MinutesHISTORIC PRESERVATION COMMISSION MINUTES July 17, 2013 City Hall 220 Clay Street Cedar Falls, Iowa The Cedar Falls Historic Preservation Commission met on July 17, 2013 at 4:30 p.m. in the City Hall Duke Young conference room. Commission members Daryl Andersen, Rosemary Beach, Tom Connors, Cynthia Sweet and Dave Williams were present. City staff members Martin Ryan and Barb Hugi were present as well as Mark Miller, Carol Lilly and Jeff Schlobohm. 1.) Chair Sweet asked if there were any corrections or additions regarding the minutes from the May 15, 2013 meeting. There were none. Beach made a motion to approve the Minutes as written. Williams seconded the motion. The motion was approved unanimously. 2.) Sweet asked if any newly identified potential significant buildings or sites had been identified. Beach felt that the mausoleum at Greenwood Cemetery was a historically significant structure and the Commissioners agreed. She suggested that it be added to the list of at -risk buildings as there has apparently been some consideration given to demolishing the structure. 3.) The Commissioners reviewed previously identified at -risk properties. It was determined that the renovated residence at 403 Franklin was no longer "at -risk" and that that should be noted. Commissioners inquired about the status of 1927 College Street and Ryan reported that thus far the owner, Brian Sires, has not submitted any plans to the City for the building. 4.) Williams updated the Commissioners on progress of the application for nomination to the National Register of the Old Post Office at 217 Washington Street. He is just about ready to send the draft application to Andrew Bell for review and comments, after which it will be send to Paula Mohr from SHPO. Miller thought this provided a good opportunity to update the City Council. Ryan suggested that this could be done by memo. Williams will draft a memo to Council "for information only" and will work with Hugi to get this distributed. 5.) Commissioners discussed the presentation planned for next January/February. Connors and Andersen have not had a chance to work on the presentation. They feel that they may want to broaden the scope of the presentation beyond just the UNI campus, or perhaps change to another topic all together. Other suggested topics were the College Hill area, the Cedar Heights area, notable houses, cemeteries and the Bible Conference grounds. Sweet also said that we have the option of bringing in someone from outside, such as SHPO, to offer a presentation in Cedar Falls. 6.) Old business: Sweet presented the draft CLG grant application requesting funding from the State Historic Preservation Office for costs associated with the preparation of a survey and evaluation of downtown buildings. The survey will then be used to support nomination of the downtown area as a National Register of Historic Places Historic Commercial District. Commissioners offered suggestions for several minor revisions. Williams moved to revise the application as discussed and submit to SHPO for review by August 9th. Andersen seconded the motion and Commissioners approved the motion unanimously. Ryan will find out whether the City Council needs to approve the submittal of the application. Miller reported on ongoing efforts to find a re -use for the Old Post Office. He said a commercial enterprise that expressed interest has decided not to pursue that option, however, there is still a non-profit group interested. 7.) New business: Miller informed the Commission that Karen Smith's funding application on behalf of the Cedar Falls Historical Society for a proposed walking tour had been turned down. He provided examples of brochures that are being used for self -guided walking tours in Lockport, Illinois, and suggested that the Historical Society might use a similar tool for walking tours. They would also have the option of applying for other types of funding. Lilly informed the group about the upcoming Preserve Iowa Summit in Burlington on August 22-24. HPC Commissioners may be eligible for a discount on the cost of attending the Summit. Sweet informed the commissioners about the upcoming Iowa Tourism Conference to be held in Waterloo in mid October, and the Iowa Museum Association Conference, to be held in Sioux City in early October. 8.) The next meeting was scheduled for August 21, 2013, 2013 at 4:30. 9.) Williams moved to adjourn the meeting at 5:28 p.m. and Connors seconded the motion. Motion was approved unanimously.
